HB2280 by Coleman (Relating to requiring the Texas Transportation Commission to require each highway district of the state that includes an urban area to establish a green ribbon master plan for the area.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill requires that the Transportation Commission issue rules to develop and establish a "green ribbon master plan" applicable to each highway district that includes an urban area. This plan must include emphasis on vegetative establishment, use of public art, and a respect for local neighborhoods in the design and construction of highways. In addition, the bill would require that 1/2 to 1 percent of the contract amount for contracts located in a nonattainment area be allocated to the respective district's green ribbon plan with at least half of the allocation spent on vegetation to help mitigate the effects of air pollution.

The Department of Transportation indicates it can implement the provisions of the bill within current resources.
