LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 78TH LEGISLATIVE REGULAR SESSION

April 7, 2003

TO:
Honorable Robert Puente, Chair, House Committee on Natural Resources

FROM:
John Keel, Director, Legislative Budget Board

IN RE:
HB2293 by Puente (Relating to the repeal of the junior priority of a water right authorizing a transfer of water from one river basin in this state to another river basin in this state.), As Introduced

No significant fiscal implication to the State is anticipated.

This bill would repeal provisions in the Water Code that addresses interbasin transfers. Out-of-basin water transfers would no longer be junior in priority to all other basin-of-origin water rights. No significant change to state agency workload is anticipated as a result of the bill's passage.

Local Government Impact

This bill could result in a decrease in costs for local governments seeking to acquire water supplies from watersheds other than the one in which the local government is located.
