The bill would amend the Transportation Code to require the Texas Department of Transportation (TxDOT) to issue specially designed “Texas Reads” license plates for passenger cars and light trucks. The bill would change the name of the current “New Millennium “plates to “Texas Reads” and would change the name of the “New Millennium Reading Program” General Revenue dedicated account to the “Texas Reads” General Revenue dedicated account. The bill would allow TxDOT to issue all existing new millennium plates prior to issuing the new plates established in the bill.
The analysis provided by TxDOT indicates that duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing resources.
Because the legislation would re-create a dedicated revenue account in the General Revenue Fund, the account included in this bill would be subject to funds consolidation review by the current legislature.
