No significant fiscal implication to the State is anticipated.

The bill clarifies that the Texas Transportation Commission (TxDOT) can transfer right of way that is no longer needed for state highway purposes. It auhorizes the commission to tranfer property at no charge when the value of the property is the same or less than the future maintenance expenditures. The bill also ensures that TxDOT can transfer historic bridges to local governments, which would facilitate the efficient implementation of the Highway Bridge Replacement and Rehabilitation Program.
