No significant fiscal implication to the State is anticipated.

Under the provisions of the bill, after considering recommendations of the advisory committee, the Department of Health (TDH) would be required to: conduct various studies and  pilot projects; report on the Border Health and Education Partnership program as appropriate to the Governor, Lieutenant Governor, and Speaker of the House; recommend legislation to authorize giving public incentives to program participants; appoint a program director to initiate, implement, and administer the studies and pilot projects; and identify existing public and private programs and study the feasibility of collaborating with programs and integrating projects into the existing programs.

TDH indicates that the costs associated with the bill would normally be absorbed by the agency. The agency indicates that funding reductions or multiple assignments may limit the agency's ability to absorb the additional costs.
