No significant fiscal implication to the State is anticipated.

The bill relates to the establishment of the Border Health and Education Partnership.  The bill would direct the Department of Health (TDH) to establish the border Health Education Partnership. The bill would create a new nine-member advisory committee. The bill would require the Commissioner of Health, or a representative of the commissioner, to serve on the advisory committee. The bill would require the advisory committee to develop and implement studies and pilot projects and to appoint a program director to implement and administer the studies and pilot projects.  

TDH indicates that costs associated with the bill's provisions would be absorbed within the agency's existing resources, unless funding reductions or multiple assignments limit the agency's ability to absorb these additional costs.

The bill, if enacted, would take effect immediately if it receives a vote of two-thirds of all members in the House of Representatives and in the Senate. Otherwise, the bill would take effect September 1, 2003.
