No significant fiscal implication to the State is anticipated.

The bill would amend, remove or reinstate sunset reviews of certain state agencies, boards,
councils and divisions within state agencies. The bill would also classify working papers prepared and
maintained by the Sunset Commission staff and those of other entities that the Sunset Commission
receives in the performance of the Commission's responsibilities to be excepted from public
disclosure requirements. The bill would require the Texas Education Agency to assist the Sunset
Advisory Commission by conducting a limited scope review of the Windham School District which
would include a review of the structure, management, and operations of the school district. The bill would also require the State Board for Educator Certification (SBEC) and the Texas Education Agency (TEA) to enter into a memorandum of understanding to consolidate administrative functions and services. The bill requires that the Comptroller contract with a consultant to perform a comprehensive audit of the services and funding mechanisms of Regional Education Service Centers.
