No significant fiscal implication to the State is anticipated.


The bill would prevent the Texas Commission on Environmental Quality from initiating an enforcement action against a water supply, sewer, wastewater treatment, or solid waste disposal service operated by or for a municipality or county that is being integrated into a respective regional system unless the commission has allowed the regional service 36 months to bring the integrated facility into compliance, and the regional service fails to bring the integrated facility into compliance within that time.


Local Government Impact

No significant fiscal implication to units of local government is anticipated. Some local governments could avoid administrative penalties from enforcment actions that could otherwise be imposed.
