It is assumed that all JRS I and JRS II members will continue to make contributions after 20 years of service in return for the benefit increase, because it significantly exceeds the additional member contribution.
In the case of JRS I, which is a pay -as-you-go plan, annual state appropriations for JRS I will increase if the proposal is adopted. For fiscal years 2004, 2005, 2006, 2007 and 2008, the appropriation is estimated to increase by $100,000, $200,000, $300,000, $300,000 and $400,000 per year respectively, under the proposal. Increased member contributions will exceed the increase in benefit payments in fiscal year 2004, and reduce the cost to the State in fiscal years 2005, 2006, 2007 and 2008 by $198,000, $228,000, $191,000 and $159,000 per year respectively, as indicated in the Fiscal Impact Table.
In the case of JRS II, the normal cost of the program will exceed state and member contributions, resulting in an increase in the state contribution of 0.94 percent in fiscal year 2005, 1.18 percent in fiscal year 2006, 1.36 percent in fiscal year 2007, and 1.45 percent in fiscal year 2008. The increased cost to the state in fiscal years 2004, 2005, 2006, 2007 and 2008 is $485,040, $645,460, $788,800 and $891,750 per year respectively, as indicated in the Fiscal Impact Table.
It is important to note that the actuarial impact of the benefit increase required under the bill could change as a result of the JRS II retirement system's February 2003, updated actuarial valuation.
