No significant fiscal implication to the State is anticipated.


The bill provides that as soon as practicable after the effective date of the bill, the Commission on Environmental Quality (TCEQ) shall adopt rules governing all aspects of the management and operation of nonhazardous industrial solid waste facilities. It would require the TCEQ to suspend processing of an application for a disposal permit for such a facility until the rules are adopted, and that the rules be applicable to every nonhazardous industrial solid waste application, whether filed after the effective date of the bill or pending on the effective date.

It is expected that rulemaking and development of operating procedures required to implement the provisions of the bill could be accomplished within current agency resources.
