The bill would amend the Local Government Code to allow peace officers in certain municipalities and counties to donate not more than two hours each month of accumulated vacation or compensatory time to the business leave time account of an employee organization. The municipality or county would be required to establish and maintain a business leave time account for each employee organization. Provisions of the bill describe the process for use of the business leave. The bill would take effect September 1, 2003.
In municipalities and counties in which a system is already in place for processing business leave time accounts, there would be no fiscal impact. In municipalities and counties in which a system would need to be developed, initial programming costs would be incurred, although the cost is not anticipated to be significant.
