No significant fiscal implication to the State is anticipated.


The bill would require certain water conservation plans to be amended by May 1, 2005 to include  five-year and ten-year water savings targets. It also would require the Texas Commission on Environmental Quality (TCEQ) to jointly develop goal targets for water conservation and model water conservation plans by September 1, 2004. It is expected that these additional duties could be reasonably absorbed within the agencies' existing budgets.


Local Government Impact

No significant fiscal implication to units of local government is anticipated.

Local governments would incur minimal costs to modify their water conservation plans and develop specific conservation targets, but those costs would be offset by lower drinking water and wastewater demands on water supply and wastewater treatment systems.
