TO: | Honorable Robert Puente, Chair, House Committee on Natural Resources |
FROM: | John Keel, Director, Legislative Budget Board |
IN RE: | HB2660 by Puente (Relating to the establishment of minimum levels of water conservation in water conservation plans.), As Introduced |
No significant fiscal implication to the State is anticipated.
The bill would require certain water conservation plans to be amended by January 15, 2005 to include three-year, five-year, and ten-year water savings targets. It also would require the Texas Commission on Environmental Quality (TCEQ) to jointly develop goal targets for water conservation and model water conservation plans by January 1, 2004. It is expected that these additional duties could be reasonably absorbed within the agencies' existing budgets.
No significant fiscal implication to units of local government is anticipated.
Local governments would incur minimal costs to modify their water conservation plans and develop specific conservation targets, but those costs would be offset by lower drinking water and wastewater demands on water supply and wastewater treatment systems.
