No significant fiscal implication to the State is anticipated.

The bill amends various portions of Occupations Code, Chapter 2301, that relate to the powers of the Texas Department of Transportation Motor Vehicle Board, dealer licensing requirements, license renewal requirements, ownership and operation of dealerships, and contested case procedures relating to dealer licensing.

The bill would amend the Transportation Code to require the Texas Department of Transportation (TxDOT) to issue specially designed license plates for passenger cars and light trucks that include the seal of the Texas Mater Gardener program of Texas Cooperative Extension. The bill would require applicants to submit a $30 annual fee in addition to other registration fees; that $8 be deposited to the credit of the State Highway fund for administrative costs; and the remainder to be deposited to the credit of a newly created General Revenue dedicated account to be used by the Texas Cooperative Extension for purposes identified in the bill. The bill would require a vehicle owner to return the special plates to TxDOT, if the owner disposes of the vehicle during the registration year.

Because the legislation would create a dedicated revenue account in the General Revenue Fund, the account included in this bill would be subject to funds consolidation review by the current legislature.
