FISCAL NOTE, 78TH LEGISLATIVE REGULAR SESSION

April 8, 2003

TO:
Honorable Jaime Capelo, Chair, House Committee on Public Health

FROM:
John Keel, Director, Legislative Budget Board

IN RE:
HB2692 by Guillen (Relating to a pilot program to promote and facilitate the operation of diabetes groups.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would require the Texas Diabetes Council (Council) to develop a pilot program to promote and facilitate diabetes groups to enable persons with diabetes to exchange information and diabetes management strategies and to obtain information and education. The bill would permit the Council to arrange for groups to meet in state-owned buildings (if available) and require the Texas Department of Health (TDH) to cooperate in providing meeting space.  The bill would require the Council to operate the pilot program in up to two low-income counties located on the Texas-Mexico border.  The Council would be required to submit a summary report by December 1, 2004.  This Act takes effect September 1, 2003.

TDH indicates that the provisions of the bill could be implemented using current agency and Council staff and resources.

Local Government Impact
