The bill would amend the Transportation Code to require the Texas Department of Transportation (TxDOT) to issue specially designed Eagle Scout license plates for passenger cars and light trucks. The bill would require plates to be designed in accordance with specifications and requirements of the bill; applicants to submit a $25 annual fee in addition to other registration fees; that $8 be deposited to the credit of the State Highway fund for administrative costs; and $17 be deposited to the credit of a newly created General Revenue dedicated account to be used by the Higher Education Coordinating Board for purposes identified in the bill. The bill would allow a vehicle owner to replace plates that were lost, stolen, or mutilated by paying a replacement fee under current law and would require a vehicle owner to return the special plates to TxDOT if the owner disposes of the vehicle during the registration year.
No significant fiscal implication is anticipated due to the estimated number of license plate issuances. It is assumed that duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing resources based on the analysis provided by TxDOT.
Because the legislation would create a dedicated revenue account in the General Revenue Fund, the account included in this bill would be subject to funds consolidation review by the current legislature.
