No significant fiscal implication to the State is anticipated.
The bill would create an offense for making a knowing or intentionally false report of child abuse or neglect or a report that lacks a factual foundation. The bill would require the Department of Protective and Regulatory Services (PRS) to adopt rules regarding the intake of anonymous complaints with the goal of reducing the number of false and anonymous complaints. PRS would be further required to adopt rules relating to expunging the files of providers of services of unfounded complaints. Implementation of these provisions would require changes to the Child Care Licensing Automation Support System; however, programming costs could be absorbed within existing resources.
