LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 78TH LEGISLATIVE REGULAR SESSION

May 9, 2003

TO:
Honorable Frank Madla, Chair, Senate Committee on Intergovernmental Relations

FROM:
John Keel, Director, Legislative Budget Board

IN RE:
HB2764 by Garza (Relating to the authority of certain municipal hospital authorities to borrow money.), As Engrossed

No fiscal implication to the State is anticipated.

The bill would increase from 5,000 to 25,000 the population size of a municipality in which the municipal hospital authority would be authorized to borrow money from a federally insured lending institution for any of the authority's purposes. The bill would take effect immediately if it receives a vote of two-thirds in each house; otherwise, it would take effect September 1, 2003.

Providing an additional mechanism for financing the authority's needs would provide a positive fiscal impact.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
