LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 78TH LEGISLATIVE REGULAR SESSION

April 6, 2003

TO:
Honorable John T. Smithee, Chair, House Committee on Insurance

FROM:
John Keel, Director, Legislative Budget Board

IN RE:
HB2782 by Eiland (Relating to certain limitations in health benefit plan coverage policies.), As Introduced

No significant fiscal implication to the State is anticipated.

The Texas Department of Insurance estimates a revenue gain of $22,900 in filing fees from life and health insurance companies amending their existing forms to comply with new requirements set by the bill.

This gain would be offset by a corresponding revenue loss to the insurance maintenance tax, with no net change to the state's revenue.

The bill would take effect September 1, 2003, and apply only to a health benefit plan that is delivered, issued for delivery, or renewed on or after January 1, 2004.

Local Government Impact

No fiscal implication to units of local government is anticipated.
