No fiscal implication to the State is anticipated.

The bill would amend the Code of Criminal Procedure to change the time frames in which a person arrested without a warrant for a misdemeanor offense must be released on bond if that person, following arrest, is first taken to a hospital, clinic, or other medical facility. The bill would take effect immediately if it receives a two-thirds vote in each house; otherwise, it would take effect September 1, 2003 and would apply only to an arrest made on or after the effective date regardless of when the offense was committed.
