FISCAL NOTE, 78TH LEGISLATIVE REGULAR SESSION

April 23, 2003

TO:
Honorable Kent Grusendorf, Chair, House Committee on Public Education

FROM:
John Keel, Director, Legislative Budget Board

IN RE:
HB2823 by Eissler ( Relating to individual transition plans for certain students receiving special education services. ), Committee Report 1st House, Substituted

No fiscal implication to the State is anticipated, based on analyses by the Texas Education Agency.

This bill would amend provisions in the Education Code addressing individual transition planning for special education students.  The bill would remove a requirement for an interagency memorandum of understanding concerning transition planning.  The bill would repeal requirements for a separate individual transition planning committee and individual transition plan for each student and replace it with a process that incorporates transition planning within the individual education plan (IEP) process that is conducted by a students admission, review, and dismissal (ARD) committee in accordance with current federal requirements.

Local Government Impact

No fiscal implication to units of local government is anticipated.
