LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 78TH LEGISLATIVE REGULAR SESSION

April 7, 2003

TO:
Honorable Kent Grusendorf, Chair, House Committee on Public Education

FROM:
John Keel, Director, Legislative Budget Board

IN RE:
HB2825 by Eissler (Relating to the authority of the commissioner of education to waive certain monitoring or reporting requirements.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would authorize the Commissioner of Education to waive any state law or rule that provides a more strenuous reporting or monitoring requirement on a school district than would otherwise be provided under federal law or regulation.  There is potential for administrative savings at the Texas Education Agency, as a result of this bill.  However, because the Commissioner would be given broad discretion over which, if any, state reporting or monitoring requirements to waive, a detailed numberic estimate of savings cannot be made.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.  To the extent the Commissioner waives some reporting and monitoring requirements, school districts could experience savings in administrative expenditures currently made to meet such requirements.
