The bill would require the Department of Protective and Regulatory Services (PRS) to coordinate monitoring inspections of child day care facilities performed by political subdivisions of the state to eliminate redundant inspections. It would require PRS to develop an inspection protocol and checklist by June 1, 2004, and require each political subdivision of the state to begin using the checklist not later than June 1, 2004. The bill would take effect immediately with a two-thirds vote of all members elected to each house. Otherwise, it would take effect on September 1, 2003.
PRS assumes that the new responsibility would require the agency to develop and maintain 360 formal two-year agreements with local political subdivisions throughout the state. The agency estimates that 27 hours of staff time would be needed to develop each formal agreement, for a total of 9,720 hours every other year beginning in fiscal year 2004. This would cost approximately $300,000 per biennium. It is assumed that the agency could absorb the cost of implementing the bill within current funding levels.
