LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 78TH LEGISLATIVE REGULAR SESSION

April 10, 2003

TO:
Honorable Carlos Uresti, Chair, House Committee on Human Services

FROM:
John Keel, Director, Legislative Budget Board

IN RE:
HB2866 by Swinford (Relating to duplicate inspections of licensed day-care centers.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would require the Department of Protective and Regulatory Services (PRS) to coordinate monitoring inspections of child day care facilities performed by political subdivisions of the state to eliminate redundant inspections.  It would take effect on September 1, 2003.

PRS assumes that the new responsibility would require the agency to develop and maintain 360 formal two-year agreements with local political subdivisions of the state. It is assumed that related activities such as modifying policies, procedures, and forms would be handled in the normal course of business. It is assumed the agency could absorb the cost of implementing the bill.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
