No fiscal implication to the State is anticipated.

The bill would authorize a local government to make appointments to a local government body with the intent that appointments would be representative of the consituency served by the governing body. If the local government were to choose to make representative appointments, the local government would be required to adopt procedures for doing so. The bill would take effect immediately if it receives a two-thirds vote in each house; otherwise, it would take effect September 1, 2003. The provisions of the bill would apply only to an appointment made on or after the effective date.
