No significant fiscal implication to the State is anticipated.

The bill would allow a state agency filing a request with the Railroad Commission to set a rate for transportation service between the state agency and a gas utility or municipally owned utility. All information in the possession of the gas utility or municipally owned utility would need to be used to calculate the cost of providing transportation service. If the gas utility or municipally owned utility does not provide such information within ninety days of the request by the state agency, the utility waives any claim to rate case expenses in a subsequent rate case filed by either party.
