No fiscal implication to the State is anticipated.

The bill would authorize municipalities with a population of 5,000 or more to issue bonds, notes, or warrants to finance the acquisition, construction, operation, or repair of certain health and recreational facilities. The bill would take effect immediately if it receives a vote of two-thirds in each house; otherwise, it would take effect Septembe 1, 2003.

Under current statute, the authority to use the listed funding mechanisms for health and recreational facilities applies only to municipalities with a population of 230,000 or more. Provisions of the bill would allow more municipalities greater flexibility in funding related to health and recreational facilities.

No significant fiscal implication to units of local government is anticipated.
