No fiscal implication to the State is anticipated.

The bill would authorize a groundwater conservation district to adopt and enforce a rule that defines waste to include the use of groundwater to fill or maintain a lake, pond, or fountain, the water in which is used in place solely for purposes of landscape enhancement. The bill would take effect immediately if it receives a two-thirds vote in each house; otherwise, it would take effect September 1, 2003.

According to both the Texas Alliance of Groundwater Districts and the Texas Groundwater Conservation Association, the fiscal impact from implementing provisions of the bill would be insignificant.


Local Government Impact

No significant fiscal implication to units of local government is anticipated.
