Fiscal Analysis

The bill requires mandatory licensing of participants in the vessel and outboard motor industry that buy, sell or exchange 5 or more vessels or outboard motors in a calendar year. The fee for licensing a marine dealer would increase to $500 or an amount set by the Parks and Wildlife Commission, whichever is higher. Finally, the bill would provide Game Wardens the authority to inspect business documents and records maintained by licensed dealers.  The estimated revenue gain to Game, Fish and Water Safety Account No. 9 is $523,000 in fiscal years 2004, 2006 and 2008.  Boat dealer licenses are for a two-year period.

Methodology

The estimated fiscal impact assumed a $500 fee and was based on data from the U.S. Bureau of Census' 2000 County Business Patterns—Texas on boat dealers, manufacturers, and distributors. Because the license would be for two years, the anticipated revenue would be expected to follow a two-year collection cycle.

Any additional workload created by the new inspection authority can be accomplished within existing Game Warden staffing levels.
