No significant fiscal implication to the State is anticipated.

The bill would prohibit the Commission on Environmental Quality (TCEQ) from permitting or renewing permits for concentrated animal feeding operations that would allow any discharge, disposal or overflow of agricultural waste into adjacent waters in the state that are within a major sole source impairment zone, except when caused by a catastrophic rainfall event. No significant costs are expected for the TCEQ as a result of this change.

No fiscal implication to units of local government is anticipated.
