No significant fiscal implication to the State is anticipated.


The bill would amend Section 34.002 of the Human Resources Code and would merge the Temporary Assistance to Needy Families (TANF) Separate State Program into the regular TANF program (as it was prior to October 1, 2001) only if the TANF Federal Reauthorization statute imposes work requirements and exemptions on two-parent families that are substantially the same as the requirements for one-parent families. The bill stipulates that the Department of Human Services (DHS) must provide TANF benefits without interruption to recipients. If enacted, the bill would take effect September 2003.

DHS indicated that client grants would not be affected and there would be no method of financing implications because TANF and TANF Maintenance of Effort funds could be used for all TANF grants.


Local Government Impact

No fiscal implication to units of local government is anticipated.
