No fiscal implication to the State is anticipated.

The bill would amend the Local Government Code to broaden provisions of a strategic partnership agreement between municipalities and certain special districts. The bill would also add specifications of a strategic partnership in a county with a population of more than 3.3 million. The bill would take effect immediately if it receives a two-thirds vote in each house; otherwise, it would take effect September 1, 2003.

Current statute specifies requirements of a strategic partnership agreement. The proposed changes to the statute would provide more flexibility for the entities entering into the agreement to determine provisions of the agreement.

No significant fiscal implication to units of local government is anticipated.
