No significant fiscal implication to the State is anticipated.

The bill relates to the right of an adopted person to have access to the person's original birth certificate. The bill would allow an adult adoptee who knows the identity of each parent named on the original birth certificate to obtain a copy of the original birth certificate without obtaining a court order. It is possible that some additional costs would be incurred to respond to the additional requests.
To implement the bill's provisions, the Texas Department of Health would need to revise existing rules and other published information; and certain business practices. The agency indicates that costs associated with these changes could be absorbed within the agency's existing resources.
