HB3020 by Woolley (Relating to the issuance of God Bless Texas and God Bless America special license plates.), As Engrossed

No significant fiscal implication to the State is anticipated.

The bill would amend the Transportation Code to require the Texas Department of Transportation (TxDOT ) to issue specially designed God Bless Texas and God Bless America license plates for cars and light trucks. The bill would require the plates to have certain features.  The bill would also require applicants to submit a $40 annual fee in addition to other registration fees; that these fees would be deposited to the credit of the State Highway Fund; and that $32 of this fee be used by TxDOT for the purpose established in the bill.  The bill would provide for lost, stolen or mutilated license plates to be replaced for the fee under current law and would require owners disposing of a vehicle during the registration year to return the plates to TxDOT.

 

No significant fiscal implication is anticipated due to the estimated number of license plate issuances.  Also, the analysis provided by TxDOT indicates that duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing resources.

 

Because the legislation would create a dedicated revenue source, the revenue source included in this bill would be subject to funds consolidation review by the current legislature.

 

The bill would take effect September 1, 2003.
