The bill would require state agencies to notify the Commission on Environmental Quality (TCEQ) of cases where the state agency has documented a case of groundwater contamination where a drinking water well is threatened. The Commission on Environmental Quality would be required to notify owners of potentially affected private drinking water wells by first class mail not later than the 30th day after the date the commission receives notice.
Since it is currently the policy of the TCEQ to notify affected well owners of contamination threats, and since this estimate assumes state agencies would inform TCEQ of contamination problems under current law, passage of the bill is not expected to result in significant fiscal implications to the TCEQ or other state agencies.
