LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 78TH LEGISLATIVE REGULAR SESSION

April 14, 2003

TO:
Honorable Robert Puente, Chair, House Committee on Natural Resources

FROM:
John Keel, Director, Legislative Budget Board

IN RE:
HB3035 by Cook, Robby (Relating to the powers and duties of groundwater conservation districts.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would provide that groundwater conservation districts could limit the amount of groundwater to be produced on the basis of contiguous acreage or tract size to the list of methods by which districts may limit the production of groundwater. No significant changes to state agency workload are anticipated.

Local Government Impact

The bill would expand the list of methods by which groundwater conservation districts may limit the production of groundwater. Districts may require amending the district rules to incorporate the new provision. However, the bill is not expected to a significant fiscal impact on districts because any permitting of wells under this provision should occur using current program resources.
