No significant fiscal implication to the State is anticipated.
Under the bill a state agency may not spend more than the amount authorized for the cost of the project unless the governor and the Legislative Budget Board approve the expenditure. The state agency would be required to get authorization from the governor and the Legislative Budget Board for any changes to the approved project plans once the cost of the project reaches the amount that has been authorized.
