No fiscal implication to the State is anticipated.

The bill would authorize a county commissioners court of a county that has a population of 18,000 or less to provide an auxiliary court (including district court proceedings), office building, or jail facility at a location in the county and within five miles of the boundaries of the county seat in the same manner that is applicable to a court, building, or facility at the county seat. The commissioners court would be authorized to issue bonds to provide for the building or facility and would be authorized to provide office space in the building or facility for any county or precinct office. The records of a county officer who is provided space at the auxiliary location may be kept at the county seat location.

The bill would take effect immediately if it receives a two-thirds vote in each house; otherwise, it would take effect September 1, 2003.
