No significant fiscal implication to the State is anticipated.

The bill would make changes affecting the Texas Water Advisory Council, adding the following topics to the list of state water policy issues studied by the Council: reuse; infrastructure improvement for water projects; water marketing, speculation, and region of origin impacts; and environmental and instream flows. The bill would change the date of dissolution of both the Council and the interagency water advisory account from September 1, 2005 to December 31, 2005.
