TO: | Honorable Glenn Lewis, Chair, House Committee on County Affairs |
FROM: | John Keel, Director, Legislative Budget Board |
IN RE: | HB3089 by Dukes (Relating to competitive purchasing procedures for certain counties.), Committee Report 1st House, Substituted |
The bill would authorize a county or the governing body of a conservation and reclamation district, if the governing body of the district is the county commissioners court of the county in which the district is located, to require prospective bidders to attend a pre-bid conference regarding contract requirements. The bill would take effect September 1, 2003.
Under current statute, only Harris County and a district within Harris County is authorized to require prospective bidders to attend a pre-bid conference. Provisions of the bill would make this an option to all counties.
