HB3134 by Olivo (Relating to the adoption of a sheriff's department civil service system in certain counties.), As Introduced

No fiscal implication to the State is anticipated.

Under provisions of the bill, if a county commissioners court in a county with a population of between 250,000 and 500,000 receives a petition signed by at least 50 percent of the sheriff's department employees requesting creation of a civil service system, the commissioners court shall vote within 30 days regarding the request. If the court does not create a system, an election would be required to determine whether to establish a civil service system. The bill would take effect September 1, 2003.

There are eight counties that fit the population bracket: Galveston, Jefferson, Montgomery, Nueces, Cameron, Fort Bend, Denton, and Collin counties.

If a county is required to hold an election, there would be election costs incurred. Fiscal impact from establishing a civil service system would vary depending on decisions made in establishing the system.


Local Government Impact

No significant fiscal implication to units of local government is anticipated.
