HB3151 by Bonnen (Relating to the issuance of special license plates to fund disaster preparation and response by the Texas Department of Transportation.), As Engrossed

No significant fiscal implication to the State is anticipated.

The bill would amend the Transportation Code to require the Texas Department of Transportation (TxDOT) to issue specially designed “Fight Terrorism” plates for passenger cars and light trucks.  The bill would require the plates to be designed according to specifications in the bill and applicants to submit a $30 annual fee in addition to other registration fees.  The bill would require the $30 fee to be deposited to the credit of the State Highway Fund to be used by TxDOT for the purposes of disaster preparation and response and to administer the provisions of the bill.  The bill would require a vehicle owner to return the special plates to TxDOT, if the owner disposes of the vehicle during the registration year.

 

No significant fiscal implication is anticipated due to the estimated number of license plate issuances.  Also, the analysis provided by TxDOT indicates that duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing resources.

 

Because the legislation would create a dedicated revenue source, the revenue source included in this bill would be subject to funds consolidation review by the current legislature.

 

The bill would take effect September 1, 2003.
