No significant fiscal implication to the State is anticipated.

The bill would amend the Transportation Code to require the Texas Department of Transportation (TxDOT) to issue specially designed license plates displaying themes of professional stock car auto racing, professional stock care auto racing drivers, and general automotive themes for passenger cars and light trucks.  The bill would require plates to be designed in accordance with specifications and requirements of the bill; applicants to submit a $30 annual fee in addition to other registration fees; that $5 be deposited to the credit of the State Highway fund for administrative costs; a portion of the fee to the supplier of the special theme plates or supplier of the licensed marks according to the terms of any agreement between TXDOT and the supplier of the theme plates; and the remainder to be deposited to the credit of the General Revenue Fund.  The bill would allow a vehicle owner to replace plates that were lost, stolen, or mutilated by paying a replacement fee of $20 and would require a vehicle owner to return the special plates to TxDOT if the owner disposes of the vehicle during the registration year.

 

No significant fiscal implication is anticipated due to the estimated number of license plate issuances.  It is assumed that duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing resources based on the analysis provided by TxDOT.

 

The bill would take effect immediately upon receiving a two-thirds majority vote in both houses; otherwise, the bill would take effect September 1, 2003.

No significant fiscal implication to units of local government is anticipated.
