LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 78TH LEGISLATIVE REGULAR SESSION

April 7, 2003

TO:
Honorable Carlos Uresti, Chair, House Committee on Human Services

FROM:
John Keel, Director, Legislative Budget Board

IN RE:
HB3194 by Uresti (Relating to an exemption for the Department of Protective and Regulatory Services from paying certain costs and fees.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would exempt the Texas Department of Protective and Regulatory Services (TDPRS) from paying certain costs and fees imposed for court proceedings or imposed by a county clerk. The bill would take effect September 1, 2003 and apply only to the payment of fees for applicable services requested or actions filed on or after that date.

TDPRS estimates an annual savings of several hundred dollars as a result of exemptions from fees, plus a cost savings related to staff time as the exemption would assist in streamlining agency processes.

County clerks in Fort Bend, Lubbock, Tarrant, and Williamson counties estimated that the amount of lost revenue would be insignificant.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
