The fiscal implication of the bill would depend on the amount of appropriations, if any,made from the Economic Stabilization Fund in fiscal 2003.
The bill would require an appropriation be made from the general revenue fund to the Economic Stabilization Fund in fiscal 2004 in an amount equal to any appropriations made from the Economic Stabilization Fund in fiscal 2003. An amount equal to the fiscal 2004 appropriation to the Economic Stabilization Fund would not be available for general-revenue appropriation in fiscal 2004. If no appropriations are made from the Economic Stabilization Fund in fiscal 2003, there would be no fiscal impact in fiscal 2004.
