Estimated Two-year Net Impact to General Revenue Related Funds for HB3235, As Introduced: a negative impact of ($260,000) through the biennium ending August 31, 2005.

The bill would make no appropriation but could provide the legal basis for an appropriation of funds to implement the provisions of the bill.

Fiscal Analysis

This bill would require a component of the Texas A&M University System to provide training services to municipal building inspectors and to assist training program participants to find locations to administer certification examinations.

Methodology

The most likely component of the Texas A&M University System to provide the required training is  the Texas Engineering Experiment Station (TEES).  TEES estimated that they would need two additional FTE each year: 1.0 training coordinator, 0.5 senior engineer and 0.5 FTE trainer. The salary, benefits, travel and supplies would be $130,000 each year of the biennium and each year thereafter.

Local Government Impact

No fiscal implication to units of local government is anticipated because the bill does not authorize the agency to charge municipalities fees in exchange for its training services for municipal building inspectors.
