LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 78TH LEGISLATIVE REGULAR SESSION

May 21, 2003

TO:
Honorable Jane Nelson, Chair, Senate Committee on Health & Human Services

FROM:
John Keel, Director, Legislative Budget Board

IN RE:
HB3264 by Hunter (Relating to the prevention of childhood lead poisoning.), As Engrossed

No significant fiscal implication to the State is anticipated.

The bill would require the Texas Board of Health, at the Department of Health (TDH) to implement policies and procedures to promote the elimination of child lead poisoning in the state.  TDH assumes that current federal and general revenue funds, for childhood lead poisoning prevention would continue.  Several requirements of the bill, which include, improving public awareness of lead safety issues in the home, educating property owners and tenants, encouraging testing, and prompt diagnosis and treatment, are consistent with current activities promoted by TDH through local health departments and would not add to the costs of current activities.  TDH indicated existing resources would be used to implement the provisions of the bill through the biennium ending August 31, 2005.

The bill would take effect September 1, 2003

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
