LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 78TH LEGISLATIVE REGULAR SESSION

May 6, 2003

TO:
Honorable Jaime Capelo, Chair, House Committee on Public Health

FROM:
John Keel, Director, Legislative Budget Board

IN RE:
HB3301 by Rodriguez (Relating to hearing tests and the fitting and dispensing of hearing instruments.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill relates to hearing tests and the fitting and dispensing of hearing instruments. The bill would repeal or amend certain sections of the Occupations Code relating to the State Board of Examiners of Speech-Language Pathology and Audiology and the State Committee of Examiners in the Fitting and Dispensing of Hearing Instruments.

With passage of the bill, the Department of Health (TDH) indicates the agency would incorporate rules changes and notify stakeholders and licensees of the new requirements through newsletters and/or web page announcements. According to the agency, these activities would result in minimal fiscal impact to TDH. It is assumed that TDH would absorb the costs associated with these activities within the agency's existing resources.

The bill would take effect immediately if it receives a two-thirds vote in each house; otherwise, it would take effect September 1, 2003.

Local Government Impact

No fiscal implication to units of local government is anticipated.
