The bill would amend the Government Code to require the Adjutant General's Department to reduce expenditures by instituting measures to receive as much federal funds as possible while implementing cost-saving measures. The bill would also exempt the Criminal Justice Policy Council from annual audit requirements. Additionally, the bill would amend the Alcoholic Beverage Code to strike the statutory requirement that the Texas Alcoholic Beverage Commission set fee and surcharge levels equal to appropriations. Any net gain to General Revenue for this provision would depend on the level of legislative appropriations to the Alcoholic Beverage Commission.
The bill would also amend the Human Resources Code to transfer a person who has a determinate sentence to commitment under the Family Code to the parole division of the Department of Criminal Justice to serve the remainder of the person's sentence on parole when the person is released under supervision after becoming 18 years of age. The Texas Youth Commission estimates that this provision would affect the supervision of approximately 70 youth at any given time. It is assumed that the cost differential between supervision by the Youth Commission and the Department of Criminal Justice would not result in a significant fiscal impact to the state.
