No significant fiscal implication to the State is anticipated.

The bill relates to statutory authority to reduce appropriations made by the legislature to certain individuals and governmental entities.  The bill would limit the amount of judicial and/or prosecutor payments, expenses, per diem, travel, salary, salary supplements, office expenses, reimbursement of office expenses, longevity pay supplements, or any other supplements, compensation and payments of counsel, and witness expenses to that amount appropriated for that purpose in the General Appropriations Act.  A positive fiscal impact could result if the Legislature appropriates less than what is currently spent for these purposes.  The bill would take immediate effect if the bill receives the vote of two-thirds the members of each house.  Otherwise, the bill would take effect September 1, 2003. 

Local Government Impact

Costs to local governmental entities to implement the provisions of the bill would depend on the amount of funds made available in the General Appropriations Act.
